Abstract

This study investigates the effect of work culture, competence, and work motivation on employee performance at PT Mandau Cipta Tenaga Nusantara (PT MCTN) during its organizational restructuring in August 2021. Previously classified as a Foreign Investment Company (PMA) owned by Chevron Standard Limited (CSL), PT MCTN was integrated into PT PLN (Persero) as a State-Owned Enterprise (BUMN). This change required employees to adapt their mindset, behaviors, and routines to the new management environment. The research aims to analyze how work culture and competence influence employee performance, with work motivation acting as a mediating factor that can strengthen these relationships. Data collection was conducted through a survey using a five-point Likert scale involving all employees, and the data were analyzed using Partial Least Squares Structural Equation Modeling (PLS-SEM). The results showed that work culture and competence significantly affect work motivation and employee performance. A supportive and positive work culture enhances motivation, which subsequently improves employee performance. Furthermore, employee competence, including technical skills and behavioral traits, plays a crucial rolein motivating employees and boosting performance. Work motivation was found to partially mediate the relationship between work environment, competence, and employee performance. These findings highlight the importance for organizations to develop an adaptive work culture, invest in employee skills, and foster intrinsic motivation to sustain high performance levels. Aligning cultural strategies with HR policies, such as targeted training and reward systems, can lead to improved employee performance during organizational change.
