Abstract

This study aims to analyze the effects of cyberloafing and work stress on the performance of civil servants at the Central Statistics Agency across the Nias Islands, as well as to examine the role of self-control as a moderating variable. This study employs a quantitative approach. The data were analyzed using Partial Least Squares–Structural Equation Modeling (PLS-SEM). The results indicate that cyberloafing has a negative and significant effect on civil servant performance, and work stress also has a negative and significant effect on performance. Furthermore, the moderation analysis shows that self-control weakens the negative effect of cyberloafing on civil servant performance, but does not moderate the effect of work stress on performance. The findings reveal that cyberloafing among civil servants is dominated by minor forms of cyberloafing, yet it remains a counterproductive behavior that negatively affects performance. Meanwhile, work stress among civil servants is primarily triggered by task demands and unsupportive working conditions. This study highlights the importance of self-control as a psychological factor in minimizing the negative impact of cyberloafing on civil servant performance. Theoretically, this study contributes to the development of civil servant performance research, and practically provides implications for the Central Statistics Agency across the Nias Islands in formulating strategies to improve civil servant performance.
