Abstract

Corporate Social Responsibility (CSR) or Social Responsibility (SR) rules that are applied abroad are called Corporate Social Responsibility (TJSP) in Indonesia. Likewise about the legal method. There is a significant difference between Corporate Social Responsibility (TJSP) in Indonesia which provides a standard guideline that is mandatory in some laws, whereas in other countries adopted in ISO 26000 for Social Responsibility (SR) provides voluntary guidelines. In this study, the target community will be analyzed as the legal object of the TJSL recipient, then legal reform will be proposed to obtain the regulatory substance that is able to fulfill the sense of justice and legal certainty in the community. The approach in this study is to use a skin research method approach with document analysis and interviews. In the problem in this study it was found that the target community groups as recipients of TJSP objects. So that it overlaps with Law No. 13 of 2003 concerning Manpower. So as to ensure legal certainty and justice, it is recommended that legal reform efforts be made by not including employees as recipients of TJSP objects
